Those least likely to reoffend also have a supportive home environment and a good relationship with their child or children. This gives them real motivation to get up in the morning and go to work. Work Force Developement for the ex-con needs to include skills building classes and support in the area of interpersonal relationships (especially with a partner or spouse) and parenting classes. There are some excellent examples around the country (albeit not enough) where all of these things come together in responsible fatherhood programs. Joe Jones's program in Baltimore is just one. At a recent conference I attended in Washington D.C. I heard a speaker from South Carolina report that for every former inmate father employed and working, three children potentially came off TANF.
